Wood Heat Incentives for Income Qualified Homes in Windham County

MONTPELIER, VERMONT – September 15, 2025

The Clean Energy Development Fund (CEDF) at the Public Service Department announces a new program to help low-and moderate-income households in Windham County convert to wood pellet heating or to change out their old wood stove to a new, more efficient model. With these new incentives an income-qualified Windham County homeowner can receive:

• $800 for cord wood stoves and $1,200 for wood-pellet stoves.
• $15,000 for Low Income, and $12,000 for moderate income households to install a central pellet boiler or furnace.

A total of $208,095 is available for incentives from the CEDF. In addition, homeowners can receive incentives available to all homeowners state-wide from Efficiency Vermont for pellet boilers/furnaces ($6,000) and wood/pellet stoves ($400).

The program is designed to offer assistance for income-eligible customers looking to replace their inefficient stove or install a new efficient cord wood/pellet stove or pellet boiler. This is part of the CEDF’s continued effort to transform the State’s heating sector to be cleaner and supportive of Vermont’s local economy.

These wood heating incentives are only available for:

• Residential installations in Windham County.
• Low- and Moderate Income (≤80% and ≤120% AMI respectively) households. Income limits are available here: Income Limit Table [ www.efficiencyvermont.com/income-limit ]

Chris Heine manager of the CEDF, said “With cuts to federal heating assistance and increases in fuel costs, these incentives are an effective way to help households lower heating costs and stay warm this winter”.

Melissa Bailey, Director of Vermont’s State Energy Office at the Public Service Department said, “Our Clean Energy Development Fund continues to develop innovative programs to lower heating costs while growing Vermont’s wood heating sector, which is critical as we seek to reduce energy burdens and increase our use of local renewable energy.”
