Vermont Community Action Partnership 2025 Impact

Incorporated in 1978, the Vermont Community Action Partnership (VCAP) is the state association for Vermont’s five Community Action Agencies. These Agencies operate through federal, state and private funding to provide programs and services to qualifying Vermonters. The five Community Action agencies are BROC Community Action, Capstone Community Action, Champlain Valley Office of Economic Opportunity (CVOEO), Northeast Kingdom Community Action (NEKCA), Southeastern Vermont Community Action (SEVCA). The following report shares the impact of these collective agencies for Vermonters over 2025.

Community Action Agencies Provided services to

• 44,614 Vermonters with low income
• 24,048 Vermont Households
• 5,677 Vermonters of Color
• 1,180 Vermont Veterans
• 11,506 Older Vermonters
• 9,642 Vermonters with disabilities
• 3,264 Employed Full Time
• 2,863 Experiencing Homelessness

Asset Building

• 798 Vermonters received coaching to build assets and increase financial skills
• 1,015 enrolled in financial capability classes
• 145 New Americans participated in financial coaching, house parties and classes
• 5,170 Vermonters received tax assistance
• $5,345,071 in tax refunds were returned to the Vermont economy through the VITA Program with an additional $2,420,938 in tax credits
• 115 Vermonters Increased their savings
• 149 Vermonters improved their credit scores
• 646 Vermonters participated in micro business and development start up classes

Children and Families

• 768 Vermont children were served through Head Start and Early Head Start
• 3,302 home visits were made
• 677 Vermont children received dental assessments and 
• 543 children received physicals
• 402 Vermont parents improved family functioning skills
• 319 Vermont families attended parenting classes addressing barriers to stability
• 638 Vermont children became ready for kindergarten

Community Building

• 461 Vermonters attended Fair Housing workshops to learn about housing discrimination
• 1,527 Vermonters avoided evictions
• 519 Vermonters improved their leadership skills through engagement in Community Action Programs
• 345 Vermonters improved self-employment skills to provide for themselves and their families
• 977 Vermonters received volunteer training
• 458 Vermonters found safety in domestic and sexual assault intervention programs at CVOEO
• 117 individuals found shelter at CVOEO’s Voices Against Violence Shelter where 10,660 services were provided

Health and Well Being

• 3,665 Vermonters were assisted in applying for SNAP benefits
• 39,174 hot meals were made and distributed to those who are food insecure
• 20,960 boxes/bags of groceries were distributed

Housing Assistance, Homeless Housing

• CVOEO has a Street Outreach Team and operates a daytime Community Resource Center Throughout VCAP there are 7 homeless shelters, 2 emergency shelters and 2 extreme cold weather shelters
• 2,863 Vermonters experiencing homelessness found assistance through Community Action
• 1,951 individuals experiencing homelessness were helped to find permanent housing
• Community Action provided 1,206 home repairs
• 865 Vermonters received security deposits
• 1,887 Vermonters received rental assistance
• Weatherization, Climate Action, Emergency Home Heating, Crisis Fuel, Warmth
• 1,011 units/homes were weatherized by Community Action Agencies
• 4,290,018 pounds of C02 was prevented from entering the atmosphere annually from Weatherized homes
• 1,531 Vermont households have improved energy efficiency and energy burden reduction
• 5,996 Vermonters were served through the Crisis fuel Program for short term emergency assistance
• $512,855.32 was raised in the heating season for the Warmth Program which is sustained entirely by donations
• A Vermont Weatherization Program Training Center opened in the summer of 2025
