Response to Heat Fund Article

In following up to the recent article about the Windham County Heat Fund, I want to begin by affirming that at SEVCA and across southeastern Vermont, advocates and service providers are very concerned about the funding landscape facing human services. This summer’s reconciliation budget actions shredded support for Medicaid and SNAP, and while the impacts will take time to be fully realized, many of us are already anticipating and preparing for the consequences.

At SEVCA, we are particularly concerned about the federal budget process as it relates to the Low-Income Home Energy Assistance Program (LIHEAP), which provides critical heating and cooling support nationwide. The President’s proposed budget eliminated LIHEAP entirely, as well as other key programs such as the Community Services Block Grant (CSBG), which helps connect people to housing, services, and emergency support. These proposed cuts are reckless and dangerous.

At the same time, it is important to note that Congress ultimately makes budget decisions. We have already seen both House and Senate committees move in the opposite direction of the administration by recommending increases to LIHEAP funding. For now, this gives us cautious optimism, though the process is far from settled.

Meanwhile, the need in our communities continues to grow. Emergency fuel programs are being increasingly utilized, and SEVCA fully supports the efforts of the Windham County Heat Fund to help supplement LIHEAP and fill local gaps. If federal funding does not come through, local initiatives like the Heat Fund will become all the more essential.

We are committed to staying vigilant, keeping our community informed, and acting when necessary to ensure that people in Windham and Windsor counties have access to the resources; they need to stay safe and warm this winter.
